If you want to implement page-level filtering, try:
Create a column.
Latest date = var _maxDate = CALCULATE(MAX('Table'[Date]), ALL('Table')) RETURN IF( 'Table'[Date] = _maxDate, 1, 0 )If you want to implement visual-level filtering, try:
Create a measure.
Measure Latest date = var _maxDate = CALCULATE(MAX('Table'[Date]), ALL('Table')) RETURN IF( SELECTEDVALUE('Table'[Date]) = _maxDate, 1, 0 )Click the visual you want to filter:

I want you to modify the code to work with the latest date that contains population data, or according to the example you provided, because there may be a more recent date without any data.
Also, is the measure you created dynamic? Meaning, does it automatically change when a new date with updated population data is found?

The formula is dynamic.I don't understand what do you mean by :
"because there may be a more recent date without any data."Please provide sample data that covers your issue or question completely, in a usable format (not as a screenshot).
Do not include sensitive information. Do not include anything that is unrelated to the issue or question.
Please show the expected outcome based on the sample data you provided.
