In the latest release of Power BI Desktop, the "Publish to Power BI Service" feature has an issue where the "Select" and "Cancel" buttons are not visible.

To resolve this issue, I pressed the ESC key on the keyboard, then tried publishing again. The buttons appeared.
I can replicate this problem consistently. The issue appears to be dependent on the Power BI service admin setting named "Show a custom message before publishing reports". The publish window is a fixed size, and when this setting is active, the view of workspace contents (which appears to be a static height) shifts the the select and cancel buttons down past the border of the window.

Temporary workarounds:
1. Turn the "Show a custom message before publishing reports" feature off in Power BI admin for the tenant
2. The ESC key and try again from @na12063 works
3. Use the Windows Key + up arrow to maximize the publish window to fullscreen
Recommended permanent solutions (for product update):
1. Make the workspace content section of the publish window calculate the object height including the space designated for the "Show a custom message before publishing reports" content.
2. Make the publish window resizable with a reactive layout.

After my test, I have not reproduced the situation you are facing. Here are my test results:
This can be caused by incomplete loading of the computer or incomplete loading of the application. Please try restarting Desktop, restarting your computer, or changing computers to see if the problem persists. If it persists, you can try uninstalling and reinstalling Desktop to see if the problem is resolved. If the problem is still not solved, please provide more information, such as what license you have, what type of capacity your workspace is, etc. Thank you!
