LAST NON Empty by Quarter

I am looking out to calculate values in RED, basically if values for countries are present till end of quarter (201803, 201806 etc) then consider it else it should fall back to previous quarter. example Haiti and Angola have empty values for some of periods in 2018Q2, hence consider their 2018Q1 - 201803 period.
