KPI shows "+infinity%" despite having the same formula as correctly showing measure

I cannot figure out why I'm getting the error on one metric but not the other, despite identical formulas. Here is an image:

Measures below:

 

Starts Indicator:

Starts for 2020 for Qtr 1 =

CALCULATE(

    [Starts for 2020],

    'All Data'[Date].[Quarter] IN { "Qtr 1" },

    ALL('All Data'[Date].[QuarterNo])

)

 

Starts Target Goals:

Starts for 2019 for Qtr 4 =
CALCULATE(
    [Starts for 2019],
    'All Data'[Date].[Quarter] IN { "Qtr 4" },
    ALL('All Data'[Date].[QuarterNo])
)

 

Vacant Lots Indicator:

Vacant Lots for 2020 for Qtr 1 =

CALCULATE(

    [Vacant Lots for 2020],

    'All Data'[Date].[Quarter] IN { "Qtr 1" },

    ALL('All Data'[Date].[QuarterNo])

)

 

Vacant Lots Target Goals:

Hi @v-diye-msft,

 

I found the solution. I was using Year instead of Quarter in my Trend Axis. Easy fix.

you might consider creating pbix file that will contain some sample data (remove the confidential info), upload the pbix to onedrive for business and share the link to the file.
