KPI neutral colour
The “KPI” visual shows only 2 colours 1)amount >= Target output = Good colour 2)amount < Target output = Bad colour. So what is the use of Neutral colour?

The Neutral colour is for when you have two target values, if your measure falls between the two it is Neutral Colour, if it is above the higher target it is Good Colour, if below the lower of the two targets it is Bad Colour.

As I tested, even I manually add a field which is very close to get goal, I still can't find an approach to show the neutral color. So I suggest you try custom visual like DialGuage. Or if you are using table visual to render data, you can consider using conditional formatting.
