The “KPI” visual shows only 2 colours
1)amount >= Target output = Good colour
2)amount < Target output = Bad colour.
So what is the use of Neutral colour?

The Neutral colour is for when you have two target values, if your measure falls between the two it is Neutral Colour, if it is above the higher target it is Good Colour, if below the lower of the two targets it is Bad Colour.

How do I show the Distance value if I have 2 targets?
Did anyone answer this question anywhere? I am also facing this issue with using two targets and the distance is gone.

Can you explain how to use the card to show the actual distance from the target KPIs? I could not figure it out.
As I tested, even I manually add a field which is very close to get goal, I still can't find an approach to show the neutral color. So I suggest you try custom visual like DialGuage. Or if you are using table visual to render data, you can consider using conditional formatting.

I have seen when using the KPI visual that the neutral color happens when it is more or less within the middle ground. So not exactly half way, but it would appear that it is just above and below half way.
So for example good would be > 55%, neutral would be between 45% - 54%, and bad would below 44%
Please don't quote me on the exact numbers or values but that is how I have seen it used in my experience.
