KPI Dashboard Tiles Not Moving

I'm trying to align a couple power bi dashboard tiles, but the stubborn things don't want to move. The source tiles aren't pinned. Anyone know how to make these tiles movable?

    I resolved this by editing the tile and selecting 'Display title and subtitle'. I grabbed the item by the header to move it around. Then, when done turned the title back off.
