A KPI I created for a measure doesn't conditionally format appropriately and I don't understand why. The KPI has the correct value of 85.51% but doesn't get coded as GREEN like it should. However, when I select the total in a table I have the KPI gets color coded correctly. The trend axis in the KPI is 'Year' from a date table.
Below is a table that is conditional format correctly, the KPI and the conditional format rules.

I greatly appreciate help on this issue as I am sure I will run into it again.
After digging into the measure a bit more, it appears that the conditional formatting criteria is including both 2020 and 2021 data so the KPI formating is .9276 and not the .8551. Why would this happen? I can't figure out how the measure is calculating wrong.

Maybe you can use a card visual instead. Based on my test, its conditional formatting is correct.

The issue with the card is losing the flexability if they select the prior year data. If they select the prior year in the table the card shows up as blank.

@JCarr1321 , ideally it should ahev worked as long as KPI is having same conditional formatting .
Can you share a sample pbix after removing sensitive data.
