Hi does anyone know how to remove the decimals of the KPI(standard PowerBI KPI card) visual target and change (highlited below)

Based on my test, there is no available option in PBI to change the decimal places of changes in KPI, it is by design.
But I have found that an idea similar with what you expect has been submitted in the following link, please vote it up and you can add comments:

It is not intuitive, but this is possible now by changing the "Style" to "Both" then changing the "Value decimal places" to "0" and then toggling back to "Percent". Hope this helps someone.

Yesh mine is set to 0 too, I think that is the green indicator where other one is Goal I am trying to remove the decimals of. thanks

You must be getting the options in the data label for the decimal label. Make it 0.
