July 2018 Update Visual Header Enhancement Not Applying to Reports Created Before The July Version

All, I want to use the new functionality of the Visual Header. I'm specifically using it on a button. I have an existing report created with the June Desktop version. When I add a new button to the canvas, it behaves like the old button version. I'm not getting the new functionality that allows me to bring the button to the top of the canvas.

If I create a new report with the July release and add a button, I get the new functionality of the Visual Header. Is there an "Upgrade old files" step I'm missing or is this a bug?
