Dear Fellows,
I want to create matrix with expanded row headers by default without + - symbols.
Eatlier, we were having 'Stepped Layout' button, if we turn it off that used to give me desired output.
Now power BI has recently created separate setting as 'Layound and style presents' where I need to setup Layout as either as 'Tabular' or 'Outline' to get my desired expanded matrix but even after choosing 'Tabular' or 'Outline' layout, it is not showing me expanded matrix and I can still see collapsed matrix with + symbols.
Your help will be appreciated.

in my example, i got a Matrix like this:
Now in my format pane, layout and presets i choose tabular, and enabled repeat row headers:
Now i go back to my matrix and set drill mode to on, and expand all down levels, as shown bellow:
At this point, my Matrix look like this:
Now i go back to format pane and disable +/- icons
This is my final result:

@dhbd - Try the below to see if this resolves your issue:
Step 1: Click on expand all level
Step 2 : Turn off the icons
Output :
