Issues exporting data UNDER row limit

I'm trying to export from a report/visualization to a csv file. When I try to do that, I get an error message that says: "Data exceeds the limit. Your data is too large. Some data sampling may occur." However, my report contains 1,400 rows, not over 30,000. When I do click ok to complete the export, I only get 300 rows in the CSV file. Any thoughts about how I can fix this? Or ways I can get around this? No one else at my org has experience with this report, and I did not creat this report.

Exact same issue in my org. Appears to impact all reports in desktop. 
Our current workaround is to publish the report to 'My Workspace' and then open to export from there.
We would love to know what has changed and if this will be reversed.
