Issue with using rank measure as visual filter

I have a measure that calculated YTD Premium and another measure that indetifies the rank of each region based on that premium. When I put the rank measure into a table grouped by region and the YTD premium measure, it calculates properly. However, when i try to use that rank function as a filter on a bar chart (show anything with a rank less than or equal to 25), the filter doesn't seem to work. It will either never load the change (spinning circle in the left corner) or will filter incorrect data.

Is there an issue with using Rank measures as visuals if the measure isn't used in the visual?
