Issue with dax measure using selectedvalue

my dax measure as shown in the attached screenshots is giving "NA" for all other values then selected in filter instead of omitting the rows.

i'm using this dax measure to show owner, approver and QA summarized in a single row as the table stucture splits them into three as show in the screenshot 

any idea or help would be much appreciated!
if im not using the isblank part of dax is return the rows which dont have values for all the that is QA, approver, owner are getting filtered from the grid
