My issue is that i can't activate/use the new Dax measure suggestions feature in the new october release:
Any idea why and how i can change the Q&A from disable to enabled?

The feature is powered by a machine learning model that is currently only deployed to US datacenters (East US and West US). If your data is outside the US, the feature will be disabled by default unless your tenant admin enables Allow user data to leave their geography tenant setting.

I can't find it under the Options & Settings.

I've got Global Admin role set to my account, I think thats sufficient to enable the quick measure feature.
I just can't find out where to enable the :
I've looked in the PowerBI Service Admin Portal but couldm't find it there either. Am i looking in the wrong place?
