Issue with Sharing Power BI Report - Requires Pro/Premium License for Viewing
Hello everyone,
I have a Power BI Premium license, and I recently published a report on Power BI. However, when my colleague, who is a free user, tries to view the report, a pop-up appears stating that they need a Power BI Pro or Premium license to access it.
From what I understand, a free user should be able to view reports published under a Premium license. I bought the Premium license specifically to share dashboards across my organization, but it seems like my colleagues still need a license to view the reports.
Is there something I'm missing here? Is there a way to allow free users in my organization to view these reports without additional licenses? Any help to clarify this would be greatly appreciated!
Anonymous , If you use a Premium or fabric capacity, you always need licenses for report creator. You can distribute reports free to viewers using apps.
Create an app and assign to the viewer.

Hi amitchandak ,thanks for the quick reply, I'll add more.
Hi Anonymous ,
Regarding your question, is the license you purchased Premium Per User (PPU)? If it is a workspace with this license, all users in the workspace need a PPU license to access it. If you want to share with free users in the same workspace, make sure the workspace uses the following license. (Premium Per Capacity is no longer available for sale)
If you don't plan to purchase additional licenses, you can use the 'Publish to Web' feature, but be aware of data security issues as anyone can access it.
Publish to web from Power BI - Power BI | Microsoft Learn
