Will you meet same issue when you open other pbix files, or only meet it on this file?
As amitchandak mentioned, please check whether disk driver in your VM has enough space. Too small disk space will cause this issue.
For reference: Minimum requirements
Please check whether your Power BI Desktop is the latest version. If not, download the latest version by this link and try again.
You can check system logic for Power BI Desktop by Event Viewer.

@nareshr89 , We are using power bi on VM without any problem. How much RAM and Free Hardisk space you have
Good to have it - 8 to 16 GB RAM
and mIn 20 GB of free disk space
The size of the power bi file (pbix) should be less than 2 GB, better to have a few MB file. More than 2 GB will slow down system lot
The pbix file is of 75mb and RAM is 64gb. Still facing this issue, only from today afternoon.

Thank for the sharing the suggestions. I had updated the Power BI with new version post which the issue didn't appear.
