Why am not able to see "IS after" option in (1st snapshot) in advanced filtering, sometimes am able to see,(2nd Snapshot) but many times only i see the below options.

Convert your datekey column type to Whole number then you will get the option you are looking for
ie 'is after' you can use is greater than
