Is this visual possible to achieve using default visuals?

Question

I have been trying to bully the scatter plot visual for some time now in order to create the below visual layout which I designed in Figma:

Has anyone created anything similar previously in PowerBI Desktop? The tooltips part is no problem, the primary issue is splitting the visual into distinct rows (north, south, east, west, midlands) and the ability to output a target in each row.

I'd imagine it's achievable with Deneb/Vega-Lite, but would prefer to use native visuals if at all possible.

Note: Data all renamed, the layout makes more sense in relation to the actual metrics we are tracking.

Have you tried using Power BI's Scatter chart visual?
Since you didn't give me some data to test, I created some of my own to test:
