Is this visual possible to achieve using default visuals?

Have you tried using Power BI's Scatter chart visual?
Since you didn't give me some data to test, I created some of my own to test:
Then select Scatter chart visual:I have attached the pbix file for this simple example below, hope it helps!

This is defintley the closest I've seen! Thanks for the effort of creating the above 🙂 For legibilities sake I am really trying to find a solution that allows for a horizontal layout, doesn't look to be feasible nativley
