I have 3 pages in my report and all pages are using the same dataset.
Is there any way by which I can grant access to first page to 10 people and another pages (2 and 3) access to other 5 people.

I have a constraint to have just 1 report but different users should have different page access.

Not using row level security, no. If you split the report into 2 you could have 1 that has only the first page and share it with the 10 and the another that also has pages 2 & 3 and share it with the 5.
