If not, the power automate approach, as mentioned by bhanu_gautam, seems to be a more efficient way to do it.

2.Finally, there is a possible alternative：

You can choose to insert an icon, and then in its url place for your desired data download method link.

Second, you can change the header icon information to make the export data option more visible to users.
