Is there a way for persistent filters to conflict (overlap) with the URL ones?

Hi everyone!

Is there a way for persistent filters (the ones which are applied when green button is activated - on the image) to conflict with url ones? Or do the URL ones just override persistent?

Here is what I mean by persistent ones:

https://powerbi.microsoft.com/en-au/blog/announcing-persistent-filters-in-the-service/

and by URL ones:

https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-url-filters

If both of them are filtering on some columns which of them (or both) will be applied and when?

Is there a scenario in which they will somehow overlap (both applied)?

There's a lot of stuff to unpack here:

- URL filters are suggestions. Defaults, if you want.  They are applied when the user accesses the URL but the can be modified by the user.

- Report filters can be locked and hidden by the developer (bad UX, but that's another topic).  If the report user is allowed, these filters can be modified as well.

- RLS may play a role too.  It is possible to specify valid URL filters that will nevertheless be disallowed by RLS.

- If RLS is not at play, a URL filter can replace a report filter (persistent or not).

- when you press the green button you remove the "persistent"  filter.

There is no scenario where these filters can be applied in an "OR"  fashion.
