Is it possible to download the excel file of the report into users laptop, After publishing the report on website.

Hello sir,

My requirment is, after publishing the report on website, user should get the excel file by the clicking on "Export data" button and it's not possible to give the access those many users on Power BI service or we cannot share the pbix file to these many users.

Depends on what you mean by "download Excel file", but in a way:

You can export the dataset to Excel using Export > Analyze in Excel:

You can also export the data from specific visuals by clicking More options and Export data.

 Both options give the user access to the data used in the report, although the actual visuals are not exported. It can also depend on admin settings whether a user is allowed to do this or not.
