Based on your description, you want to partially update the data using incremental refresh. Incremental refresh only works on semantic models published to Power Bi Service. It is not possible to make changes to local or unpublished data. To implement incremental refresh, you need to configure it on Power Bi desktop and then publish it to Power Bi Service to configure the data credentials.
