I think the problem is in the dynamic format string, if i remove that from the measure, it works normally

can i just confirm what you are trying to achieve with the dynamic string?
The .pbix in example is just a part of a report that i use to present to the stakeholders about 70-80 different KPIS using each one different units. This is the motive that i use that string, when i present Sales i use R$, if i present Abseenteism i use Hour. It's a little bit confusing, but it works well here xD
