Under what circumstances would identical settings in different tabs display inconsistent numbers?
In the first image, the tab contains additional charts, but all slicers have been disabled. Logically, it should not be affected by other charts.
The second image shows the correct numbers.

If you hover over the little funnel Icon on the card what does it say?
Also you have the Card Selected, that means that what you have set is the CARD doesn't affect other visuals.
If you want the CARD to be unaffected by other visuals, you need to select each OTHER visual and set the card to the off icon.
Here my Bar chart is selected, it is set to NOT affect the card.
