Include Bottom 3 on Card

I currently have a Card(new) visual showing the bottom 3 locations with the lowest overall compliance percentange. 

I would like to know if it is possible to create a measure to include on the card a reference lable that will show the bottom 3 compliance by category.

Small Multiple: Division 1

Overall compliance: 82.87

Bottom 3 Categories with the lowest compliance

Category 6: 81.3%

Category 8: 80.1%

Category 2: 78.2%

@tomperro You should be able to create a measure that does a CONCATENATEX for the Category and then you would filter that Card visual to the bottom 3.

The card is already filtered for bottom 3 by overall compliance percentange. 
I am trying to show the bottom 3 with the lowest overall compliance percentange and then show which of their categories has the lowest compliance percentange by category.
