    Here are the steps you can follow：

    1. Create calculated column.

    Mg =
var _date=
MAXX(
    FILTER(ALL('Managers'),
    'Managers'[Stores]=EARLIER('Stores'[Stores])),[Date])
return
MAXX(
    FILTER(ALL('Managers'),
    'Managers'[Stores]=EARLIER('Stores'[Stores])&&'Managers'[Date]=_date),'Managers'[Manager])

    2. Result:
