Well, the title say it all , is it possible for my measures to be Colmuns-Wise when using the Matrix Chart instead of values?

No, you're unable to put a measure as a column in the matrix. This is because measures are calculated every time they're needed. As far as PowerBI is concerned, they could have any value at any time, and without specifying a context (like the account and date) it would be impossible to calculate a measure like [Budget YTD].
If you showed us a picture of the resulting matrix and you told us what you don't like about it, we could help you change that. You might need to set the Year as a row or value item instead of as a column item.
