Importing date - year only

I'm working with the BP energy report.  For date it provides year only.  How do I get this recognised as a date when I am importing ti to PowerBI?  Currently I am creating another column = "1/1/" and...

    this pattern Budget – DAX Patterns contains, some techniques to model different granularities.

     

    Besides that, there is no way that is more elegant.
