Import PDF Template as a Page

Hello all -

Does anyone know of a way I could import a pre-defined PDF form to use as a template to fill in with my Power BI measures? I have State-specific forms that need to be filled out for regulatory purposes, and I'm trying to figure out a way to have them automatically filled out within Power BI, in the exact template the States are requiring, so my end user can just Export to PDF from the service when they need to send one off to the regulatory office.

@JustSayJoe , I doubt that, consider power bi paginated report

Paginated reports don't solve my problem of needing the template to match the specific form from the State regulatory site. I was hoping there was a way to feed a pre-built form template in and then use it dynamically with my measures. Similar to DocuSign, if you've every used their development tools.
