As I know, datasets can be imported only from BI-Cloud. In short, available dataset for report can be taken only from workspaces.

Publish the report and its dataset can be used.

Can you explain, what needs?

1)Can you import a visuals from one report to another - yes. 

2)Can you import datasets from one to another  - yes, but only one dataset.

3)Or you can create a copy of report and use them.
