Implementing Row Level Security and Page Level Security in one report

Hi,

I have a report in which I'm trying to implement page level security and row level security together.

I want some users to see all the pages in a report and other users to only see specific pages. Also, some users can only see information about certain groups. The dynamic RLS is working but when I try to implement it with page level security, one of the rules is ignored. 

Any ideas on how I can implement both securities in one report?
