I want to implement RLS on a single table that takes into account the email address of the person signing in, and shows all the rows that have a matching Record ID as the person signing. I'm struggling with the second piece.
Picture 1-example data before RLS.
Picture 2- intended result. RLS would identify that Sally has signed on, identify that she's associated with two Record IDs (9379 and 8301), then show all rows that share that ID including other email addresses.
I tried tackling the first piece which filters by UserPrincipalName but I'm stuck on the matching ID piece.

Your dax code seems to be miswritten, you should use =
instead of ==
like this:
[KM -Email Address V2] = USERPRINCIPALNAME()

Make sure you set up RLS correctly in both Power BI Desktop and Power BI Service.
