I created an Image URL column from this site: https://www.countries-ofthe-world.com/flags-of-the-world.html.
I already set the data category to Image URL.
But still, the images are not rendering in Table. Can anyone tell me what I am doing wrong?

Based on my testing, I've found that this is what he should look like, since the url can not be anonymously accessible(I paste the image link in inprivate mode):
And quote from microsoft:
The URL must be anonymously accessible, not on a site that requires a sign-in, such as SharePoint or OneDrive for work or school.

I did the 1st 2 step. Can you explain what the 3rd point means?
Interestingly my PBI can't even connect to the site
Did you use the Web connector to pull the data through or manually create the table?
