Ignoring Row Context for date OR Obtaining Values from Filter entered by User

Hello All -

I need to get the Date difference in Months based off what Date range was picked by the user.  Ultimately, this Month number will be needed in a measure to multiply against another field.  That Measure will then be used as a Denominator in another measure.  Say the Month range entered was 7, I need that number range for each row returned in a Matrix.  

Columns = Start Date through End Date entered

Rows =  Date Filter entered (May - December = 7) need 7 to appear for every row yet still be able to show May through December as a column and the other fields change as they should.

Value = Overall Percentage = Calls / Month entered from Prompt.

Is this doable in Power BI/DAX?

Would like to format the Matrix with Column = Month; Row = Ranking (1A-1D); Values = Overall Percent.  

If date selected was 2016 then need to show those Months however the Monthly Included would need to stay example 7 for every row.  However, the data takes the row value and see the min and max of the Date is 0  months, so it zeros out all the months.
