please try the bellow measure:

 

NEW CUSTOMER CY = 
SUMX(
    VALUES(CustomerTable[CustomerID]),
    IF(
        AND(
            [SALES LY 2023] = 0,
            [Sales CY 2024] > 0
        ),
        1,
        0
    )
)
