If statement for columns in two tables with no relationship

Hello.

I would need your help please with the below as whatever i tried it didn't work.

I have Country table which has all countries and regions and Program table which has all program names and details. 

There is no relationship between them.

I want to create a new column in the Country table where it will give as a result HQ when the Program is HQ fuds else Country.

Can you please help me?

Hello @vbis ,

But there should be some sort of a relation between these two tables so that you could do it, if there's no column then how could you know that this record belongs to the other record.
