If blank then return ...

Hi all,   I created a nested IF formula( see below). This works great when there is data however it is returning 'Outstanding' when there is no data for the period (I assume it is becuase of 0).  ...
Need Help

    Have you tried this?

ISBLANK([No Access Rate]), "Not Eligible",

[No Access Rate] >= 0 && [No Access Rate] <= 0,014,

[No Access Rate] > 0,015

    If this is still not working for you, can you give me the code behind the measure [No Access Rate]?
