IF condition is not working for string values

HI i am trying to apply some conditions on string columns but i am getting wrong results 

these are the conditions i am applying on measures

1- IF(CONTAINSSTRING(MAX('Cynoteck (Performance)'[Value - string]),"Review"),"Review Needed","Not")

2- Review Needed = IF(MAX('Cynoteck (Performance)'[Value - string])="Review","Review Needed","Review Not")

In both the case i am geeting output as "Review not" & "Not"whereas there are values inside [value-string ] column which are = "Review" i am unable to understand why i am geeting wrong output

Review Needed = IF(COUNTX(FILTER(Cynoteck,CONTAINSSTRING(Cynoteck[Performance],"Review")),Cynoteck[Performance])>0,"Review Needed","Review Not")

OR

Review Needed 2 = if(CALCULATE(Count(Cynoteck[Performance]),CONTAINSSTRING(Cynoteck[Performance], "Review"))>0, "Review Needed", "Review Not")

Sample Data 

Value- String (Column datatype - ABC)
Review
Review

Exceeded
These are the values inside the column now i want to visualise a card which will show the alert if the coulm has values "Review"

So i used above mentioned Dax formula but it is giving me wrong results
