IF Formula does not work in measures

Hello ,

I can not use IF on measures properly. I am sharing my formula. I have 2 different Excel which are connected by materials. I want to see spike and non-spike orders with a very simple calculation on IF formula. but measure shows me only Spike orders. 

 

Spike = IF(SUM(PMD[Maximum order quantity])<SUM(Sheet1[Quantity]),"Spike","Non")
