Hyperlinked image with If condition statement

Hi, I have this issue with using the Card visualization as a stop sign in Power BI. I have 2 measures, one with a condition that says

Stop sign 1 = SWITCH(TRUE(), CALCULATE (DISTINCTCOUNT('Sign'[Sign Name]), FILTER('Sign', CONTAINSROW({IF([NBV Difference less CT] < 0, "Red", "Green")}, 'Sign'[Sign Name])))=1,1,0)

The second one is another condition that says Stop sign 2 = IF([NBV Difference less CT] < 0, "INVESTIGATE", "REVIEW")

The Sign table has two rows and two columns, each with a website link to a color, red or green. Refer to photo for reference. 

I am getting inconsistent color and word (it should be green color and the word "REVIEW" but I am getting green and "INVESTIGATE", vice versa)

in the card visual that I create but I can't seem to find any issue with the formula. Anyone has encountered this before?
