can someone teach me how to remove the empty rows without removing entire group under ICT?
I tried exclude, ended up the entire ICT is missing

Since you are using a matrix visual and there is a data at the lowest hierachy you cannot hide the empty rows as it is not actually empyle and has data at the loewst grain of data. Probably you need to re-think the hierarchy structure that you are using.
Use a measure based filter to remove the sample level empty value.
However, you screenshot looks like different levels. e.g. if level 2 is empty , level 3 is under level 2 and has value. How can you remove level2 and keep level3? In this case, I don't think we can do that, you need to modify your data strcture and re-setup the hierachies.

@Fei_Fei, Hi, Change Layout to 'Tabular', Switch on 'Repeat row headers'.
Then for your Cluster Column, uncheck 'Show items with no data'

Thannks for reacing fabric communtiy, will happy to assist. You are facing issues while do not showing the blank values in your visuals. Here are some of the ways to do the same.
Hi Lodha - I tried scanerio A but it did not work. probably because the data were extracted from a microsoft soft survey and the questions contains many optional fields depending on the answer where user will be redirected to another section should it not be applicable

Turn off blank rows from format settings (or look for "Items with no Data" and turn it off)
