How to stop Power BI DESKTOP from Changing Power BI SERVICE tab location settings

I have published a pbix file to the Power BI service.

I then set the tabs in Power BI service to display along the BOTTOM instead of the default of being vertically displayed on the left side of the screen.

 

However, each time I need to make a change the the DESKTOP version, republishing to Power BI SERVICE reverts the tab location back to being vertical. Is there a setting in Power BI DESKTOP to stop it overwriting my setting of wanting horizontal tabs in Power BI SERVICE?

@ninsights , Not sure of setting that. Can you download the pbix from Power bi service and publish it and check if that carries setting with it
