How to show the bubbles individually

Hi, I want to show the bubbles individually like below chart but not sure why I can't do it.   This is the output I got.

    HI Anonymous ,

     

    Looking at your data, it suggests that, at a CITY level, you can end up with total installs done by different technician. See below an example:

    For the following city, you end up with Technician as CUSTOMER & TECH TYPE D

     

    So it is the data that is showing you that type of split.
