How to show Metric Header on the left when setting stepped layout off

I have metrics, need to show like this way, But I am not sure How to change "Scenario" to the Left, Is anyone know how to fix it, Thank you ahead.

Yes, I test it, it have option for setting the header position, but just can set the position in that text box, I cannot move it to very left text box. like screenshot
