How to set color in Matrix based from multiple values

According to your description, here are my steps you can follow as a solution.
(1) This is my test data.
(2) We can update the measure.
ColorCode = IF( SUM('Matrix_2_data'[faktuel_vaerdi]) = SUM('Matrix_2_data'[Best_year_value]), "GREEN", IF( SUM('Matrix_2_data'[faktuel_vaerdi]) > SUM('Matrix_2_data'[AVG]), "BLUE", IF( SUM('Matrix_2_data'[faktuel_vaerdi]) < SUM('Matrix_2_data'[AVG]), "RED", BLANK() // Add a default case or handle other scenarios if needed ) ) )(3) Then the result is as follows.
