How to set by default Matrix visual to Expand All levels

By default, when a hierarchy is first added into the matrix, it won't be expand all levels. You need to click the button to expand.
For the unsupported feature, you may submit an idea and vote for it: Ideas (powerbi.com)

Advocate II believe this will resolve it: go to the Matrix settings, Row Headers > Options, turn off Stepped Layout.
