When you click the left hand model icon, it displays a Properties panel.
Here you can define a description for columns and dax measures.
The description name then pop-ups when you hover over the item in the Fields panel.
Is there a DAX command to retrieve this property information?
I would like to build a tool tip or drill through option for the users in a App to click or hover on in visual on a column or graph segment, and get a popup showing a description of what that field is. Without the need to hover on the Fields panel.

You might be able to create tables contain these column information and dax information then create tool tips based on these information table but it's not necessary in my opinion. Otherwise, I'd like to suggest you to submit your idea.
